A phone field is a country picker and a number. The number is grouped as its country writes numbers, as it’s typed, and the value is the number in E.164, such as +393331234567.
People type numbers the way they know them. A leading 0 (or the 1 before a North American number) is taken as the trunk prefix and left out of the value. A calling code typed or pasted, such as +44 or 0044, picks its country, and so does an area code where countries share a calling code.
The first country is the locale’s, and countries limits the list. With forms, a number too short or too long for its country is an error. For full validation, check numbers on the server too.
